SpletI would paint first, much easier as you don't have to worry about drips, etc. Pretty easy to do a few touch up here and there after a carpet install. Also, if you have installed baseboard needing a new coat of paint it's much easier to do when the carpet is removed so you can get all the way to the bottom edge.
